I think I read somewhere that instead of spending lots of effort developing exploits in a rat-race with security researchers the intelligence agencies have chosen a strategy to promote insecure design decisions. You know things like Cloud, javascript based web development, PSP and ME, Cloudflare mitm on many websites and authorities completely ignoring the ddos problem, it would make sense. Was it in the Snowden leaks or something like that?
