Tor is fast enough to allow you to stream Full HD video in real time. If your isn't, that means:

-something is wrong with your PC, OS, etc

-your government or ISP is slowing down your Tor connection in order to discourage you from using it

Bandwidth in Tor is very good. Only issue could be latency, but only for things like fast online games (but those use UDP so can't use them over Tor) or VoIP (realtime speaking with someone). For web browsing, chats, IRC etc latency in Tor is fine.

if you route your traffic to Tor at router level, your PC and torrent client will not know your real IP, so it won't be able to leak it
