First, how many Hutts are there on this moon? And secondly, did it have any Imperial presence, were there any Stormtroopers on Nar Shaddaa?

There's a QTDTOT thread for this kind of thing… But I might as well answer. Yes, there were a lot of Hutts on this moon since it was orbiting their adopted homeworld of Nal Hutta. And no, there wasn't much of an imperial presence there and Nar Shaddaa actually celebrated the Empire's founding because it meant more focus on the core and mid rim worlds. So the Smuggler's moon became a Smuggler's paradise, but that would come to an end when the Rebel Alliance established a base on Nar Shaddaa which brought the Empire to the planet. They eventually set up a base and law force of their own there, as seen in Dark Forces.

Apparently. And there continued to be an imperial presence there 5 years after Endor either because of the Imperial Remnants refusing to let go of it or the Dark Empire setting up a base there, which was likely the latter since the Star Destroyer (called the Invincible) seemed to be the main enforcer for the Empire on Nar Shaddaa, but that came to an end thanks to Han.

Are there any Outer Rim planets that are similar in setting to either Tatooine or Nar Shaddaa, but don't have as much lore attached to them? I'm working on a project and I was thinking of using Nar Shaddaa, but I want this project to be EU friendly.

It could still be if it takes place before the Rebel base was set up on Nar Shaddaa or if it takes place in the 5 year gap between Endor and the Dark Empire. And despite the Imperial presence there, you could still get away with a lot of criminal shit more so than most other parts of the galaxy as long as you stayed clear of heavily monitored areas, which is what Kyle Katarn didn't do. And Han and Leia were enemies of the empire so naturally they would go after them. I doubt the Empire would actively try to piss off the Hutts without the Death Stars.

So an outlaw den and/or a casino world? Many places in the Outer Rim (and Mid Rim worlds closest to the Outer Rim) fit that description. But entire casino/corrupt planets like Nar Shaddaa are a bit rarer. Although there was Sleyheron which was also owned by the Hutts and was mostly city with some minor volcanic activity that was under control. They had cities, corruption, slave trade, smugglers, anything really. So its a good Nar Shaddaa substitute with a darker sky. There was also The Wheel, a massive space station with nothing but casinos and cities, and despite having a small imperial presence, they were mostly left to their own vices if you knew who not to fuck with.

Did either of those planets have any Imperial presence? The idea is that the player character is a Stormtrooper who's part of a small group of Imperials who have been cut-off from the greater part of the Empire after the Emperor was killed. So basically, a group of Imperials, alone and without help on a criminal planet. That's the premise at least.

If you take TCW into account, there's at best a remote listening post on the planet's moon- assuming Kamino still has much value to the Empire by the time of ROTJ. It's a perfect fit, given such a remote place would likely easily get cut off from the empire in that situation. That, and the Kamino cloner's obsolescence in the face of Spaarti Cloning Cylinders and increased reliance on conscripts would be contributing factors to it be worthless other than a small garrison of troops to maintain the equipment/observe traffic between it and the Rishi Maze.
