The point of the Occuhoax meme isn't that there was never a Caedassian occupation of Bajor. It's that the Bajoran claim that evil, bloodthirsty, Cardassian warmongers laughed as they ate babies and gunned down an endless stream of Bajoran civilians until they were stopped by heroic resistance fighters is a myth.
From what we can tell about the earlier days of the occupation the negative reactions of the Bajorans to being placed under significantly more disciplined rule under the Cardassians prompted (by Cardassian standards) relatively modest reactions, the Bajoran reaction to these reactions was to wage a terror campaign against the Cardassian administrators among them. The natural Cardassian response to these acts of terrorism was to increase their security measures and take punitive action against the terrorists and their sympathisers.
If we take the total casualties of the occupation (15 million) and divide it by the length (50 years) we get a death rate of three hundred thousand a year. Which is less than a quarter of the number of people killed every year by traffic accidents on Earth in 2013 (http://www.who.int/gho/road_safety/mortality/traffic_deaths_number/en/). Are cars, trucks, and busses an evil blight on the face of our society that should be remembered throughout history as the most evil thing ever?
