The real question you should be asking is why doesn't any other species have something akin to the MACO's. Competent and highly trained marine style soldiers for manning their spaceships. Seing as everyone has transporters, boarding actions are pretty common in combat, so why the fuck is noone bringing specialists for the job?

The regular crew need to learn how to do their jobs operating the ship, which would detract from the amount of time they can devote to keeping their skills as the ship equivalent of a SWAT team after all.

Incorrect, PADD's use LCARS too. LCARS changes significantly from thick to thin when transitioning from horizontal to vertical, with VERY few exceptions.

Do an image search for 'trek padd.' You won't find a single federation PADD that doesn't have LCARS, except maybe in the jewjewniverse or ENT. You certainly won't see the shitsmears you posted.

LCARS are specifically mentioned to be for Starship and Starbase terminals, not PADD's, and PADD's are specifically mentioned to have the ability to connect and interface with LCARS rather than having it installed on them. LCARS is an interface originally created for TNG. Read some of Okuda's comments on it. It's used for every federation interface.

After rewatching DS9 it made me wonder if Keiko was some sort of security experiment in causing human suffering gone wrong? Because MACO is United Earth military arm, and Starfleet is Earth's contribution to the United Federation of Planets which is not a military, but an armada of vessels on a scientific and diplomatic missions that are not aligned with a single planet or species.
They kept Starfleet because humanity wanted to explore the stars with their new alien friends, they ditched MACO because they were at peace and future wars would not be Earth centric but rather fought on behalf of the Federation as a whole
