Honestly, you raise a good point, I hadn't considered Nog's development. And the idea that Rom isn't actually stupid, just forced into a field where he has not skill out of social pressure, is a pretty good (though still imperfect) retcon of his perceived stupidity in the past. But there was no need to make him smart enough to be, and I quote, "Chief Engineer on a starship." After this reveal was made, I think a much better arc for the character would have ended the series with him fulfilling what was "expected" of him by other Ferengi, but on his own terms, after he became secure in his skillset as an engineer: After Quark leaves in the series finale to become Grand Nagus, Rom inherits the bar and converts it into a mechanic's shop, making a profit doing odd jobs and the like, but in an "honest" way, distancing himself from his brother.
