Didn't stop future writers from spooning out heavy doses of "MUH RACIST PAST" through Sisko, but yeah. In Roddenberry's utopian future, Africa can handle it's own shit and being a ghetto welfare queen was not an option. Interestingly enough, Muslim seem to be nonexistent in his future.

It's kind of depressing when you look back on the past and the way they envisioned the future. Population replacement was never in their minds. They imagined that all nations would scrub away the problems, but kept what was great about their cultures. France would always be a land of classical art, the Eiffel tower, wine, and passionate love, for example. It was unthinkable that these bastions of western culture would be overrun, torn down, and replaced with the culture of invading hordes of greedy invaders.
Hell, going back to DS9, despite the pozz present in some episodes, one of the on-going conflicts was Bajor trying to rebuild and re-establish it's culture and reclaim it's heritage after an invading force attempted to subvert and destroy their entire civilization.
