In 2011, for instance, when Mrs. Clinton was secretary of state, leaders of the foundation’s health care arm lobbied her department to shift American aid dollars away from H.I.V. programs in Rwanda in order to fund a training program for health professionals that the foundation helped design. The proposed reallocation, a heavy bureaucratic lift in Washington, was approved over the objection of some State Department technical experts as well as foreign aid contractors that stood to lose money.

Mrs. Clinton had pledged to recuse herself if the Clinton Foundation ever had business before her department, and she steered clear of direct decision making. But mediating the dispute was her chief of staff, Cheryl D. Mills, a longtime counselor to both Clintons who had served for five years on the Clinton Foundation board before going to the State Department. Furthermore, the department’s top AIDS official said he had kept Mrs. Clinton apprised of the proposal and sought and received her backing before approving his portion of the deal. She then signed the overall budget that shifted the money.

Mr. Clinton hailed the victory when he came to Kigali in 2012 to inaugurate the program.

“The government of Rwanda had to convince some of the largest donors, especially the U.S. government, to support the plan,” he said. “They actually offered, the government of Rwanda did, to give up funding for some existing programs so that the money could be redirected.” He then pointedly thanked the State Department, which, he noted, “I happen to think is very well led.”

It is natural to view the Clinton Foundation’s work here as an outgrowth of Mr. Clinton’s deep regret that the United States stood on the sidelines in 1994, when he was president, as Hutu extremists slaughtered an estimated 500,000 to one million Tutsis and moderate Hutus.

Mr. Kagame led the invading force of Tutsi exiles that quelled the massacre after 100 days, and he has been the country’s leader ever since. Mr. Clinton met him in 1998 when the American president came to Kigali to apologize that the international community “did not act quickly enough after the killing began.”

The email exchange “illustrates the longstanding problem that no Secretary of State ever used an official unclassified email account” until Clinton, Rep. Elijah Cummings, D-Maryland, the top Democrat on the House Oversight Committee, said in a statement.

ABC News has reached out to Powell for comment on the release of the email exchange.

Powell, who did not have a private server, recently spoke out against claims that his email practices excused Clinton’s own use of a private email server, or that her advised her to set up such a system in any way.

“Her people have been trying to pin it on me,” he told People magazine in August. “She was using [the private email server] for a year before I sent her a memo telling her what I did.”

Since then, Clinton has taken full responsibility for her personal email use for official State Department business.

Before the September 11 attack[edit]

Eckert was born in 1951 in Buffalo, New York, and met her future husband, Sean P. Rooney, at a dance at Canisius High School, a Jesuit-run academy in that city, when both were 16 years old. Eckert attended the Buffalo Academy of the Sacred Heart, an all-girls high school in Eggertsville, New York. She received a degree in fine arts in 1975 from Buffalo State College, where in 2005 she gave the Baccalaureate Commencement Address. Rooney lived in Buffalo until 1978, working as a manager of restaurants, until he began working in the financial services industry and moving to Massachusetts, New Jersey and Connecticut. When he died he was a vice president for risk management services at the Aon Corporation. He worked on the 98th floor of the World Trade Center's south tower, one of 32 employees in Aon's offices there.[1]

The couple, who had no children and lived in the Glenbrook section of Stamford, Connecticut, had been married 21 years when Rooney died. Before Rooney's death, they had celebrated their 50th birthdays with vacations to Vermont, to mark his, and Morocco, to mark hers.[1]

September 11, 2001[edit]

When the planes hit the World Trade Center, Rooney called his wife and exchanged voice mail messages with her. To get to safety, he made his way to the 105th floor of his building, trying to reach the roof, when he became trapped until the tower collapsed, killing him.[1][2]

After Eckert learned about the attacks, she went home and stayed on the phone with her husband until she heard the tower collapse. She described the incident in a StoryCorps interview.[3][4]

After September 11

Eckert commissioned this mural at Glenbrook train station, where her husband had once waited during his commute to work. The image depicts her husband's favorite golf course.[5]

Eckert became a leading activist among 9/11 victims' families, joining with others in lobbying for creation of the 9/11 Commission, improvements to national security, and for creation of a memorial at the World Trade Center site.
