They are different in many ways and I don't think that such things can be compared to a conclusion that one is better than the other. Both are tools to implement change, therefore both are good, both have their uses. It is true that paper petitions are mostly useless and blackhats use them to dox people, i.e. identify opponents for special attention
When to petition at whitehouse.gov?
When you need to stay anonymous.
When the action you request is something that POTUS would do
When you are uncertain of support and want a quick way to poll public opinion
When to write legislation?
When you have a group working with you
When you have a lawyer to help with drafting the text
When you are ready for a long process that could take years
When you know beyond a shadow of a doubt that you can build up a groundswell of public support for the new law
When there is no conflicting legislation already in process
President Trump has already asked citizens for their opinions on what action to make a higher priority by releasing the new petition site at whitehouse.gov. Any arguments about it being begging are simply wrong and likely to be shills. It is not begging to respond to a request from POTUS. Nobody is going to dox you via whitehouse.gov
However, if you can't get a group of friends to agree on the text of a petition, don't do it because it will go nowhere.

The focus on Page is a distraction. Listen to what they're saying? Previously investigated in 2014. They want the focus there as the lead to the FISA courts.
Remember that they had 2 failed FISA court attempts prior. They had already used Page to start the British Intelligence surveillance naming him as a foreign agent. That allowed the British to spy on everyone in the campaign, not just Page.
They most likely tried to use information from that to get the FISC warrant, because they had to transition to US intelligence. Using Steele was obvious because former British Intelligence agent would go along with British Intelligence collected, which was insufficient for previous FISA attempts.
By focusing on Page and his previous investigations, it takes the focus away from Steele and using foreign intelligence to jumpstart this. The logical leap from Page being investigated to investigating campaign is enough to fool most. Especially when surpassing the information about MI6 in the MSM.
This memo sheds light on the underlying issues, and opens the door. The Grassley memo will shed more light on Steele and should point towards MI6's involvement.
We know all of this, but the majority don't. It will come in steps for people to comprehend.
