IMO, the Pope is merely trying to cover his own @$$ in front of the public at large.

Perhaps there should be more digging & public revealing on this, since the Lamestream Media won't cover it.

Start with the International Common Law Court of Justice (It's part of the United Nations). They've already tried at least one failed arrest, I suspect because the UN didn't let them use enough manpower to succeed.
