Re-Read the breitbart article. I missed this point on the first several reads:

“The Inspector General’s jurisdiction extends not only to allegations of legal violations, but also to allegations that Department employees violated established practices as well,” Sessions added in his letter, which means that the IG’s report can hold people accountable even for actions that do not violate a specific statute.

Does this mean things that aren't a specific violation of the law could still be held to account?

For example: govt employees lying about…

health care legislation, benghazi youtube videos, etc

There is law and there is bureaucratic procedure. They are not the same thing. The purpose of the IG is not only to ensure that DOJ employees follow the law, it is to ensure that they follow proper DOJ procedure. This matters because if a DOJ worker fails to follow appropriate procedures in a specific instance, even if they did not violate the law, they could lose their jobs, government benefits, etc. This is almost as frightening to career bureaucrats as going to prison, believe me.

In point of fact there have probably been hundreds of violations of proper procedure by DOJ employees due to the DOJ subversion by the cabal. So the report should have plenty to say on that score.
