Barr saying there are insufficient grounds for charges being brought against Obama and Biden only makes sense if the charges are if a nature that serious enough to take before a military tribunal.
Once they took the oath of their respective offices they then fell under Military Law.
Unless there is an unknown mitigating circumstance that would take precedence over charging those two, such as extortion and capture if control over them to get a more powerful world leader or group then, justice demands they go before a Military Tribunal.
Justice would be served if a former POTUS is to be charged with treason or sedition that it be done discretely and quickly behind the closed doors of a non-public Military Tribunal.
A publicized trial would cause destabilization and a civil war with possible foreign troops of mercenaries coming in to create chaos.

We are a nation of Laws.
Our Military is the finest in the world. It could never have reached this level without codified Military Law and Military Justice.
We The People demand that Justice be done.
We do not want petty vigilantism or a jeering shouting rule if mob .
Our former leaders must be dealt with in a manner that insures true blind Justice.
For better or worse they were duly elected and sat in the two highest seats of power in this Nation.
Out of respect for The Offices, which they held, their trials or proceedings in a Military Tribunal MUST be carried out with dignity befitting a Military Tribunal and true Justice.
We The People want Justice but We will not have The Office of The President of The United States dragged through the mud for all the world to see.
That would tarnish and demean The Office for all future POTUS’, causing them to be looked upon with contempt and this would lessen our power and status in the world.
We The People demand the integrity of The Office remain in tact and any guilty of treason or other high crimes be dealt with quietly and efficiently.
That is Justice.
