Did you even watch the episode? There's a huge difference between "plays along until her conscience says 'this is wrong' and is repentant for her actions" and "is even more aggressive and unrepentant at any point".

Both Lightning and Rainbow are daredevils at heart. But the main difference is that Lightning pushes her own limits to much more dangerous and reckless heights than Rainbow does. And often, to great success. On the Dizzitron for instance, Rainbow only got a measly 6 seconds on the EASIEST Dizzitron setting ("Turtle" speed). Meanwhile, Lightning got an impressive 6.5 seconds on the MOST DIFFICULT Dizzitron setting ("Skull" speed). This ruthless drive to succeed even at the most dangerous levels is how Lightning became a much better flyer than Rainbow (who isn't quite as daring as Lightning) overall. Safety be damned.

You don't need a Twilight-level IQ to be a damn good flyer. Even someone as dumb as Dash can show you that. She's easily capable of beating Twilight in a race. Speaking of Rainbow, even she (a full-fledged Wonderbolt, I might add) was totally amazed by Lightning's death-defying performance in The Washouts. A true testament to Lightning's raw skill as a flyer if it leaves even Rainbow feeling awestruck.

The only thing that sucked about the episode is that it still didn't settle who was the better flyer (LD or RD), once and for all. But when you consider play-it-safe Rainbow's envy at Lightning's mastery of dangerous stunts and maneuvers, it's very easy to see who would win.

So was RD up until the tornado. RD took part in every single thing LD suggested, and the Tornado wasn't reckless unless civilians who shouldn't have been in the flying range in the first place, hadn't flown in there, something neither RD or LD knew about at the time.

The only real difference, is that the element of loyalty threw her partner under the metaphorical bus by blaming her for everything infront of spitfire.

Its not like RD doesn't do suicidally idiotic shit all the time, even if it gets others hurt. From kicking a dragon in dragonquest to her complete disregard for everyone elses safety when making the tornado, even as the other flyers are being tossed out of the sky, all to move water in hurricane fluttershy.
