Everythiny Tacitus wrote about Germania was to discourage invading it you historically illiterate fuckwad. Tacitus was the Alex Jones of Rome; he hated war and he hated how degenerate Rome had become, so he wrote Germania to humanize the Germanics and Arminius to lionize them.

You are both right. Germania was a bit of Classical Age proto-anthropology that depicted the Celts of the lands beyond the Elbe River as noble savages. At certain times Tacitus flatters them, while at other times he derides them for being barbarians. Of course, the senator himself never actually visited the place.

Of course the primary reason that Tacitus disapproved of war in Germania was probably that he strenuously disapproved of absolutely everything that Domitian had done on principle. Domitian's campaigning and construction along the Rhine had been among his most notable accomplishments, so naturally Tacitus had to play it as futile and a distraction from the emperor's duties in Rome. Never mind that Domitian's campaigns funded the spectacular building projects that he undertook back home.
