Disclaimer: I am not the developer, just somebody who’s been using it for two months. Hydrus is best described as a local booru. It allows you to organize pictures, videos, SWF files in a flexible database. It can be used to organize any media, but probably it’s primary use is porn. It’s completely self-contained and portable, so you can take your collection anywhere if you wish, no need to install. It works by importing folders, filtering out what you actually want to keep, then assigning tags to them. After that, you can filter your pictures using these tags. Typing “my_little_pony rainbow_dash fluttershy” will only return pics that have all of the said tags on them, see pics related. You can scroll through the results like a slideshow.
It has some other useful features too, not only tagging and searching. You can rate the content in any way you wish (like/dislike, 8/10, safe/nsfw), download automatically from popular sites (e621, paheal, Tumblr), find duplicates and connect to other users. If you just want to organize your private dirt easily, you only have to install it and you can start importing stuff right away, no need to bother with the networking. But manually tagging hundreds of pictures might be a daunting task and if you despise e621’s tag overflow, opening up your collection to other anons might be the best choice. The admin can easily ban vandals and fix their destruction easily. The sharing is done in a completely safe and anonymous way. And the dev has a huge repository with millions of files and tags, you might want to check it out.
Hydrus is also completely non-destructive. If you import something, it will be copied into the database folder and will have a hash filename assigned. The original file always remains untouched. It’s written in Python, so it works on all platforms, but the Windows version is the most functional. Give it a try. Download, install, then import 50 pictures or so. The more autism have, the better. But only tag what you will actually search, start it simple and small. Avoid mistakes like “horn; wooden_bed; english_text”, use “species:unicorn, bedroom, text” instead in the beginning, and use tag siblings and parents to save time. Be patient, use it for a week and if you don’t like it, simply delete and forget the whole thing. Nothing will be lost, other than a few hours of your worthless life.
