The governor would have the law on his side if he pressed for it and did do this. It really brings into question what the opposition would do. I think a strong organization of veterans opposed could easily out fight the national guard (most of the them that I've met are less than 30 and are 1 tour enlistees, nothing special and just grabbing benefits.) After the strategists and tacticians have come together it's really equal game and even a pellet gun can kill you. This isn't BLM where they just let a riot happen it would have to be an invasion by the national guard vs fortified people of equal knowledge and experience and malitia men with less. Of course, the revolution was won in this fashion and so have been many other wars sin the modern era. The national guard would be so poor to call on if the opposition had all these benefits along with their firearms which they are willing to die to keep. Again this is not "oh they're rioting let's just contain them," it's people with fucking guns shooting other people with fucking guns. Guns can shoot down drones, helicopters, and IEDs for tanks can be made in hours. If it was pushed to such an extreme and the people of Virginia felt so strongly it would not only make an embarrassment of the governor but an even stronger argument that oppression without disarmament is not likely.

Of course, I don't favor this scenario but it really does seem that simple. If disorganized rag tag teams of crock pot terror affiliated middle easterns can do it, surely anyone can.

In favor of the national guard though, I think they have a strong game if they take the roads. A siege would clearly favor them rather than an invasion. Logistics are a hard failure for malitia men and locals. Food, family, land, homes, are very hard things to give up compared to fire arms and these could also be levied, along with jobs and industry. Being landlocked also means there is only room for them to flee to another state but might incite other state's national guard which would further complicate things. Then there is the FBI and FDA that would (and probably should in some scenarios) intervene.

Pros and cons considered, with the backing of the federal government, the Virginian government actually seems favorable but it would depend on to what extreme the rest of virginia would settle and even then it would back fire as bad PR for the pro gun people, I imagine.

Can't wait to see how it goes.

That isn't clear at this point, but it's also moot when the President can just order the national guard to stand down. What I suspect the most likely scenario twill turn out to be in this situation, if the pressure keeps mounting to the point of violence erupting between state government and local law enforcement/citizens, is that a case will be brought before the SCOTUS–and the firearms restrictions presented in the VA bill will be ruled unconstitutional.

That would be the most expedient way to quell tensions. Sure, a bunch of leftwingers would riot pathetically, but that can be put down comparatively easily. The right is different–when they are driven to violence, it's systematic, purposeful, and brutal.
