The Mennonites and Amish own the community 'in trust' so you must be part of the community to move in. That is the way they deal with the issue. They could in certain areas perhaps, but they would have to buy private property to do it and then it takes money and resources to build apartments for rent. There is hardly any demand for that. That's why you do not see many successful apartments or low income housing built in rural areas for that reason.

True. It does take time and money, not everyone can do it, but if you can afford to it is highly recommended.
