The problem with technologies like this is that there has to be quite a lot of progress in order for them to be viable and useful. AFAIK we can create nanobots with motors and control electronics today at least in theory, but they won't be able to self-replicate, definitely not from scratch. And even if they would be, they'll still have to be able to do something useful. Replicating until everything would be a gray mess isn't particularly useful for anyone. Behavior modification would be only a secondary target; having them being able to identify the opposition, and then to have them eaten alive would have highest ROI and fun factor. Only marginally, but I wouldn't consume anything with that just in case - another golden rule is: If it wasn't occurring naturally in last few 10K years, it is better to avoid it. If micronized plastics can tear through your gut, these things probably could as well. This doesn't make sense to me - at least for now. All I can tell you without studying this closer is that Ba and Sr are too different from Cu chemically to be interchangeable. Sr and Ca are, though - take a look into a Mendeleev table, typically only elements in the same group behave in chemically similar fashion. Regarding piezoelectric crystals, these are just mechanoelectric transducers. Sure, you can use them in some tuned oscillatory system (think RFID), but they have to be excited by some external impulse to actually do something, be it vibrating or producing AC i.e. not that much all by itself. Even then, their ability to reflect signals would be limited by their physcal size (again, like RFID).

However, piezotronics and piezo-phototronics are being researched actively right now - maybe you meant that. However, I can not imagine how those would replicate in ionosphere. It doesn't mean it isn't possible, of course.
