Yeah I'm the update guy (among other things I've done here). With Nep VII surprisingly close to release on PC that should pick up again but I've had a lot of IRL crap going on that's precluded sitting on top of RB3RT the last two months. That should be changing soon as I won't be at the very least driving around six hours a day anymore rather soon I suspect as those issues seem to be settling down.
Also I'll upload the new spoiler PNG but I still have to get new graphics for the other two system images before it can be used.

I'm going to limit it to the quantifiable work performance and management styles of the CPUs, due to my lack of preferences mentioned above.
And in that case I prefer Vert's work ethic, as she usually accomplishes the basic level of work needed for her nation to function, while also not taking things too seriously.
Blanc and Noire are runners-up in this regard, but Blanc spends a little more of her time proportionally slashwriting than working, and Noire's tunnel vision is pretty bad so she frequently misses important details and then has a panic attack when a minor issue occurs.
But since I also like the lazy CPUs as well, I wouldn't really say any of those three are my "best".

I've enabled dice rolling; 5-image posts are also enabled as well (so anyone into manga is in a better position now so long as they keep the overall upload size below 8MB). Bans, which I expect will be extremely infrequent, are public (as is the bumplock indicator).
Bump limit is 300, which is fair as it is right now given there's only like 4 threads on here that have that level of traffic at the moment (although if we get a series of high-traffic threads to pushing that out more). I might enable Oekaki as well but I've never seen anyone actually use it on this site.

Well, I guess if we could, it'd be nice if we could increase the user base a little more on her directly since that'd open up more content and community opportunities for us. For example a few weeks ago there was a thread for /icup/ but this place is sparsely visited and posted in so that proved to be impossible.
But you need to have a reason to come here so hopefully this place can develop into a hub for Nep content, especially as a place where its generated rather than a place where it's largely stored. In particular, translations and retranslations of Neptunia material, like the Hello New World translation going on now or Vice Virtuoso's two translations from a while back could be a focus. And of course the retranslation projects. The more content generated, the more traffic we should receive in theory.
Anyway I'm pretty lax so if you want to try anything, knock yourself out. We have an anon doing an adventure for example, and that's gotten a fair amount of traffic so far (hopefully he'll keep at it).
In general whatever means to increase the base while also keeping the feel of the board the same or similar, I would be quite happy to see that happen.

I didn't actually have any plans to manage anything on this site, but the 8chan Neptunia community is one of the best on the net, if not the best full stop. There are LOTS of really bad Neptunia enclaves but this one doesn't have a lot of pointless drama (most drama seems to be from external sources), produces an extreme amount of OC for its size and is generally fairly comfy. Granted the /v/ thread's where all the action is usually but there's a ton of stuff stored and posted here that you simply won't find anywhere else, and it'd be a shame if that got lost.
