Funny how with the Fragile he insisted on releasing it as a double album with a shitton of tracks, most of which was mediocre and forgettable filler (first CD starts off great, then loses focus and drops in quality except for the last track, and the second CD is mostly just meh, with "Starfuckers, Inc." not fitting any sort of "narrative" you might desperately be looking for there). That also hurt the album's commercial success because, apart from NIN having gotten somewhat stale and old in the mainstream eye after TDS, the overly long and unfocused double album was just too much to swallow for many who might have been more interested in it. Oh well, the lyrics "all the pieces don't fit but I didn't really give a shit" sum it up well I guess. Now he seems to have taken a different approach, making minimal-length releases and using tricks to actually (like the loop you mentioned) or apparently (like marketing the new record as an LP) inflate them.
