It is for 12 year old girls and older ones who haven't matured emotionally and mentally past that point. A little tsundere is pretty cute and endearing imo but a full blown one like in the OP just reeks of insecurity and immaturity. I guess people are into the "cute" change from tsun to dere but I mostly think it would be incredibly draining and infuriating to have to put up with an emotional retard 24/7. Why would you want to get into a relationship with someone who can't even articulate their feelings without loads of verbal abuse and has the self-confidence of a fat dude at a public swimming pool?
