I've heard people say that art like this is relatively simple to make, but I don't know how to make art that looks at least this decent.

Anybody got any advice? Should I look at cat references and chibi style books?

Just work on fundamentals. It might seem like boring overkill, but you'll kill several birds with one stone if you practice them. You'll be able to draw simple styles faster and easier if you do.
