World President: Charles S. Rhyne, Esq — dead —Charles S. Rhyne, a Washington lawyer whose arguments before the Supreme Court led to a 1962 decision that gave federal courts the right to redraw state electoral districts to reflect population shifts, was found dead in the pool at his home in McLean, Va., on July 27. He was 91. Mr. Rhyne was elected president of the American Bar Association in 1958 and began a tradition of celebrating the rule of law by establishing May 1 as Law Day, deliberately choosing the day when Communist governments celebrated their rise to power. In 1955 he was elected president of the Bar Association of the District of Columbia after promising to integrate the association by striking the word ''WHITE" from its constitution as a qualification for membership.
