Why don't we make it so citizenship comes from your parents, and not from just being born in the US? No more anchor babies.We do it this way with foreign spouses becoming citizens.Also make English the de jure language of the US.

Why not require a duration of civil service in exchange for citizenship? Make everyone else have 'Green Cards'.

Now you've solved the problem of career gov't employees as well as removing votes from people who have no 'skin in the game'.
