In this case, it's really just semantics. If you consider a border to be a boundary drawn by a coercive agency, and no more than that, then yeah, ancapistan would be "open-borders". If you consider borders to be boundaries between property lines, then it's only "open-borders" to the extent that each property-owner lets people in.
As far as policy goes (in the current state of affairs), I think this essay formulates a solid position on the matter: treat immigration like trade.
