As the other guy said, the difference is that most people stop with the extermination once they've cleaned their own house; they don't kick down the neighbor's door and start checking the frame for evidence of termites. There's also the problem of succession–even if dear old Uncle Adolf gets rid of the Jews for you, and even if he manages to maintain control without infringing on the markets or anyone's property rights (and it would be pretty surprising if he managed that), chances are whoever grabs power on his death won't be as appealing
