It's more accurate to call the internet the "wild west." It was free and relatively uncensored for about two decades before prostitutes (sites like yahoo & AOL) moved in and brought order. After seeing the success of prostitutes, brothels (massive ISPs/Cable providers & companies like google) moved in, murdered/forced the prostitutes into retirement (at least the ones that didn't become competing brothels), and brought the state (internet regulations) with them to the surrounding regions. Eventually some of the brothels were replaced/discontinued altogether by state intervention while the workers got cushiony government jobs.

Oh and the Indians are an analogy for viruses/trojans.
