With some quick and dirty math, I used the minimum wage in my state, $7.25, and the average cost of rent and groceries per month here ($750/mo and $300/mo) respectively, and the average cost of water and electricity is about $50 each. So, if a person works 40 hours a week for four weeks a months, that's:
7.25 x 40 x 4 = $1160
and then subtracting expenses
1160 - 750 - 300 - 50 - 50 = $10
So yes, you can barely scrape by on minimum wage assuming you live the lifestyle of an average American and don't have any unexpected expenses. Of course, there are a number of ways to cut down on cost, like finding a cheaper than average apartment, working more than 40 hours a week, getting a roommate, or eating less.
Also every single job I've ever worked has never offered minimum wage, and it's not like I'm educated or anything. It's always been higher, never less than 10/hr
