It didn't have to articulated in a declaration of war. Anybody historically literate knows that the Civil War would not have happened without slavery. Tariffs, free trade, and state sovereignty were not sufficient. All of the drama and hand-wringing centered around whether or not each regional bloc would be out-voted based on whether or not slavery was allowed in a new state.
