Unsurprisingly, the state always needs money to exist and since the American Revolution was supposedly started because of taxes, they came up with a tariff, which is essentially just another kind of tax.

I wouldn't say so, it's better to blatantly and directly fuck people over, even writing "we are stealing your money for the greater good" on the bill, than to get money by fucking with the economy in other ways. It's the same with inflation, the government prints money and gets richer, but it's the people that get fucked over in the longer term, and they don't even know they're being fucked over.
