I'm sure that problem is real, but overblown. Israel and the US don't care about efficiently killing terrorists, and they care preciously little about life in the Middle East. They have shown that time and time again. They probably don't care as much about avoiding civilian casualtirs as they pretend (still more than certain other states, think of how North Korea or China would have conducted themselves in a war).

This is actually a simple problem to solve with the right mindset.

Psychopathic/terrorist assholes come into your neighbourhood either shoot them yourself (maybe with your neighbourhood buddies), or send info on their location to the police/military/militia to kill them for you. Most of ISIS is guys with AKs anyways, and are no match for an equal number of entrenched locals with AK's plus a few gov't tanks/jets/SpecOps on their side.

The problem lies in idiots buying into ISIS propaganda and not standing up for their natural rights. They start believing in natural rights and the ISIS issue in their area(s) gets fixed pretty quickly.

Having a secular/capitalistic nation (the US) effectively destroy ISIS recently is nice, but without the right mindset in the mid-east something similar is likely to reappear (and war in general doesn't help matters in this regard either).
