Well I think there was a lot of hope with the European Union, it at least would be a stepping stone, dipping the European's toes in the waters of freedom of trade and movement. A total non-interventionist military was also really popular. You also had the socialist hell of Sweden returning somewhat to a free market. It was only very recently I think that (blatant) authoritarianism has gotten popular in Europe.
