Circumcision already largely only happens in the USA these days, so it wouldn't be surprising if it died out or became a largely adult-only for mainly religious purposes medical procedure in AnCapistan. It really only happens in the USA because of the ADA promoting bullshit and (funnily enough) military culture. It's not Christian and it doesn't have real health benefits in modern society, doubly so for babies.
I think we get so wrapped up with how infant circumcision is abhorrent it is that we forget about the history of circumcision, at least in the USA. The procedure didn't become well-known in the US until about WWI. Funnily enough, it was largely gynecologists who were telling men to get circumcised because a few medical journals mentioned possible health benefits, and the gynecologist was pretty much looking for any excuse possible to blame the other sex for sexual health problems. Whether the claims about circumcision were true or not was largely irrelevant compared to the idea that if it might have a benefit, then it should be performed so they would have to deal with fewer nasty syphilis-ridden vaginas.
Anyways, when we had WWI/WWII, circumcision was largely promoted for soldiers because they were either in trenches or mucky, swampy regions for months at a time where there wasn't much of an opportunity to clean off your body, let alone your dick. It was promoted mainly as a way to prevent the soldiers from spreading Syphilis (a disease that was the bane of the US Navy and to a lesser extent the US Army since at least the Civil War's introduction of cramped metal warships into mainstream warfare where sailors were in close contact with each other for long enough periods that bodily contact became a method of transmission, let alone sexual contact), and was also promoted as a way to not have to clean as often on a battlefield.
Anyways, after WWII the other Ally nations were unable to afford medically unnecessary surgeries and largely discontinued them, but in America, the health insurance companies included circumcision for infants in their plans because of the dick-cutting clamps that were developed to allow any physician to do it without administering anesthesia, and the fact that most of them were circumcised anyways. They saw it more or less as a way to not have to pay out as many medical fees 20 years down the line when those boys were fucking around. That propelled circumcision in America up until about the 1980s, at which point America was calling to remove shower rooms from gym class anyways, so guys pretty much never saw a dick other than their own, and maybe their brother or dad (who were also circumcised), so when they saw that weird bit of nerve endings skin on their kid's dick, they flipped shit, and the nurses told them it was more or less included in the hospital bill as a minor fee to have it cut off/lied through their teeth and said it was a medically necessary or medically "good" service because the ADA was promoting it at that point.

Fucking nurses abuse this moment of weakness to convince dad to cut off his son's dick skin before he can research it, and he agrees because he assumes the nurse is doing it in good faith and not because the doctor wants to earn more shekels by charging for circumcision on the hospital bill.

In AnCapistan the practice would largely die out because lack of war means you don't have to worry about when you can clean yourself next, schools and other facilities have an incentive to offer shower rooms so there won't be the stigma about foreskins, insurance companies would cease to exist or only fill a niche market when everyone can afford healthcare again, it largely becomes a religious procedure performed in adulthood, and the practice is recognized for what it is: genital mutilation.
