At the edges between nations cultural distinctions are usually so narrow that people might as well be the same, which is EXACTLY the logic used by the Kaiser and by Hitler and Himmler when they tried to unite the various regional nations under the single flag of Germany. Go to northern France and you hear people in the Pas-de-Calais region speaking with Belgian accents. There are more Celts on the border between Englane and Ireland than Anglos. Ukraine exists. Look at all of Russia, and how similar people are from neighbouring region to region despite how vastly different someone from the very west edge and very east edge are. Comparing a guy on one side of the Urals to a guy just on the other side, there is scarcely a distinction. Borders between localities are entirely arbitrary, and it's only once you get to the much larger scale that they begin to make any difference.
The only exception is with national cultures who settled into an area via migration and were extremely insular afterwards so as to have no historical or cultural relation to the people surrounding them, such as Czechia, Switzerland, America, Normandy, Brittany… or in even rarer circumstances, people who isolated themselves so hard that they actually bred into a new race altogether, like North Korea did. North Koreans and South Koreans are literally different races now, and that's only the result of four or five generations, but look at the differences in height, skin colour, and facial structure. The Korean border is a real one. The German border is a translucent line.
