I haven't even read the article but I can guess what happened since it's not the first time that it happens:

In order to be able to carry and own restricted weapons (anything in 5.56, 9mm, etc.) the police agency ( local or state) must have a collective licence issued by SEDENA. After a time you must ask for a new one or your guns will be confiscated. As I said, is not the first time it happens, but the relevant thing is the slingshit part.

But well, is fucking VeracruZ. Those guys are already dead.

If that is true, then Mexico is essentially what the establishment politicians want American gun laws to emulate. IIRC there's only one gun store in Mexico, in the capital, and you have to jump through all kinds of hoops and "prove a need" (self-defense is not considered a need) to get a gun – if the government likes you, that is. And if you oppose cartels, you can strike yourself off the list of people the government likes.

So essentially they have the right to bear arms in a nominal sense. You can indeed get a gun. It's just that gun ownership has been restricted to the point that it's effectively banned. Although they technically allow people to own guns, so if people complain about it they can say "well, technically you still have the right to bear arms."

Yet is not that impossible. It's just so goddamn annoying and cumbersome that no one gives a fuck.

And while getting a gun through illegal ways is possible, if you live near the border then there's probably one guy that uses his Visa to do engage in small scale gunrunning. Some guys just get some 9mm or some revolver and sometimes they cross guns for their friends and relatives -and they aren't necessarily criminals, they just want something that makes them feel a bit safe.
