I walk around my town in construction worker dress with 3 tools minimum dangling around me. All of them are potentialy lethal. Police fears to approach me, so they greet me from a distance. I am the ruler of life and death, so i am nice to those who are closest to it, like old people. When someone sees me working, they do a big circle around me to not get close to me, purely because of fear and not because there are signs clearly stating to not get close to contruction site

The key point is that violent criminals will always find something to kill with, if you e.g. ban guns they'll just move on to knives and so on. Trying to treat the symptom without solving the problem achieves nothing. Yeah, this seems even weirder than the broken bottle somehow. I could sort of understand hassling a "suspicious person" carrying a screwdriver as a vehicle for the cops fucking with people they didn't like. I wouldn't approve, but I'd get it.
