I thought of that, but there's far too much activity in the region. Now, obviously, activity means a target rich environment for a pirate, but it also means a lot of attention and witnesses especially for a missing submarine. They'd be identified and reported within a week or two of their first action, and from there it's only a matter of time before Argentina or another player in the region sends a task force after them.
With Somalia however nobody seems to give a shit. There has been rampant piracy in that area for a very long time and the only response is shipping companies paying a little more insurance on every voyage. While it's still a long shot the San Juan and its crew have a better long term chance in Somalia. Being Argentines they'd also be more comfortable in area as white as their homeland :^)

The answer is yes. I don't know what the navy calls it, but Army/Air Force has SHARP classes. They're mandatory, frequent and take all fucking day. Then you'll have to do your EO training and if there's ever an incident involving either of these, you'll have to do another one. Carriers are pretty nuke resistant. A near miss from a nuke would only destroy the superstructure and aircraft outside, aircraft inside would be repairable and it could resume launches in a few days of damage control.
That's why soviets put nukes on AShM so it could get real close or penetrate a carrier before detonating. Soviets actually played around with the concept of a terminally guided ICBM in the 80s, and abandoned it because it wouldn't do enough damage to the fleet. This is basically the concept Chinks resurrected but it's garbage.

Our force has been on the dive since the 92' post-Cold War downsizing. Once the old salts retired or were forced out, it left some of the younger enlisted that actually learn something from the salts and who faithfully served back-to-back tours in the Afghanistan/Iraq only to then be shitcanned by command or got out when the handwriting was on the wall. Once Obama repealed DADT, brought on leadership that enacted policy that pushed social experiments and provided support for progressive ideals like SHARP and allowing those with mental illness to serve; it's turned into a massive dumping ground for social rejects, mentally ill, losers, progressives and a very small pool of competent, motivated personnel left to contend with the incompetency and stupidity of their fellow servicemen and command.
