There's a bunch of factors from effective marketing, heavy investment in technology to even a degree of trustworthiness/quality (compared to chink weapons anyway). The real reason though is the fact that a lot of the arms trade is actually about foreign policy, you might give a nation discounted arms as a means of keeping them in your sphere of influence or they might purchase shit from you at a mark-up to indicate a wish to become a de facto ally and benefit from your protection. With the exception of countries actually in a conflict (or planning for an imminent one) who you purchase arms from is rarely dictated by actual combat effectiveness or practical sot.

The M16 is forced onto the allies (read: vassals) of the U.S. Why, because CAPITALISM, FUCK YEAH!

My hunch is that these "Mattels" are used as "aid", a secondary intended effect is to create a "market" of sorts for these weapons. But most use either a derivative of the Mattel Toy, or another AR-type rifle. And when all else fails, they fall back to the AK platform as well as the many other versions/iterations from various Soviet Bloc countries (depending on their needs/taste/proximity).

TL;DR: The AK is still the top bitch in the battlefield and everything the west and its allies (read: vassals) use pale in comparison to it. When it comes to modern small arms, the Russians got it all sorted out. Nothing fancy, or poncy, just plain good 'ol reliability and ease of maintenance. The things that you will wish that you have once that M16 in your hands stops working because of "reasons".
