Not really when something so vague gets passed it goes to the ATF to get fully defined. Since it has already been passed and fully ratified it now becomes the Executive Branch's decision on how to enforce the law, so if they are not given direct and exact definitions and instructions they get to decide what it means. That is partly the reason why bump stocks were allowed in the first place, the NFA actually has definitions of what makes something a machine gun.

Humans naturally evolved this way, we aren't breeds, we're subspecies. We even mixed with other species while separate. The situations are completely reversed for people.

The simplest explanation is that a bill has to bass through congress and the senate before the President signs it into law. The President has veto power where the bill goes back through congress and the senate where they debate it again and make changes unless there's a sufficient majority where they can push the law through without the President's approval.

The senate is 100 seats, 2 per state, 52 (((R))) (yet they still can't pass anything) 48 (((D))). The senate is more left-wing as a whole and generally on an individual basis, and an individual senator has more power than an individual house rep.
To pass a law, you need a majority plus the President's signature, or 60% of congress.
