As for the FAA, there's actually a crapton of unlicensed or insufficiently licensed pilots flying around. In fact, around the 2000s, the FAA had a campaign to get Alaska up to 50% properly licensed pilots. 50% was the goal!

The FAA used to be infamous as a three letter "spook agency". But in recent times, they have adopted the stance of being an incident mediator, rather than trying to actively find violations. Stuff that used to get your license totally yanked is now only like a year or so suspension (from what I've heard).
