Silicon dioxide is quartz, which makes up a lot of beaches because it is very resistant to weathering. Four of the types of beach sand that you linked are not quartz. It looks like two are basalt and one is olivine. I think Bermuda sand has a chance to be, but a lot of the sand on small islands like that is some form of calcium carbonate.
Beach sand does not come from the ocean. The reason why it is generally primarily composed of quartz is that it has traveled from a significant distance inland and the only mineral that survives that kind of transport is going to be the quartz.
You could say that there is a lot of silicon because the majority of minerals that you see are silicates, including most in the basalt of the oceanic plates, but these wouldn't be pure enough to be worth mining for the silicon.
