That could be the case. I don't remember it being TOO filled with filler, but it's been long enough now that I really only remember the memorable sequences.
Incidentally, I heard recently that the show didn't have the foreshadowing bits where Haku puts on the mask and plays pretend, so the end of the first half must have seemed really out of left field.

Going from watching the first half of the TV adaptation to playing the game, it really surprised me just how different some of the characters felt.
Maybe I'm spoiled by Amaduyu's art, but the characters in the show also just look off to me.
I haven't watched the show since it aired, so once I go and replay 2, I'll watch the show immediately after for a better comparison.
