I no longer use Sandboxie, having moved to Linux, but I remember there was a recurring issue with new versions of chrome causing problems when run in Sandboxie. I assume you ran chrome in Sandboxie first, and then recovered the file to a place outside of the sandbox.
The screenshot shows a "zip" file but your file explorer thinks it's an application, eg .exe. so file association seems a bit odd unless you have configured your file explorer NOT to show file suffixes, such as .zip and .exe. If so, then it really could be an application, so DO NOT RUN IT.
From what I can glean from the screen shot, I would suggest you proceed with caution. I know the file is good because I downloaded it myself *but to a Linux system*. I'd tentatively guess that you've either been MITM'd or (more likely) uploadfiles.io has supplied a virus/trojan, since it's detected that you're using Win7.
