No necesariamente GNU/Linux, pero claro que se puede. De hecho, cualquier OS que no requiera grandes/mediocres recursos sirve. Generalmente recomiendo GNU/Linux por lo ligero que pueden ser algunas distros (como Puppy Linux o Linux Lite, creo que esas son bastante livianas y creo que aún sosportan arquitectura de 32 bits).

Realmente no se necesita tener instalado Kali Linux y saber de ingeniería de cohetes para saber cómo doxxear a alguien. Solo trata de sacarle la información que él mismo brinda o que otros lo han hecho por él. Si tienes la oportunidad, trata de contactarlo para sacarle algún que otro dato relevante. Qué poco efectivo. Además, que yo sepa, para que el troyano realmente funcione, tendría que instalar un archivo que tendría al mismo, la persona tendría que ser muy poco experimentada para caer en algo como eso.
