Each community can have it's own IRC network (say FurNet for furries) and provide moderation and monitoring internally. If FurNet can't keep up and pedophiles become a problem, the feds will shut down FurNet but IRC as a whole will endure and someone more competent can take another bash.
Of course, Discord is way more profitable than any IRC network - but with that comes the not unreasonable expectation that they throw the money into policing it, rather than trying to outsource that (and the blame for failure) while still taking all the profits that come from their control over their proprietary protocol.

Making something inclusive and safe for younger people is a good goal for any organization. There doesn’t need to be any kind of ulterior motive and there’s no reason not to do this. There are a bunch of furries who aren’t into porn or little kids and they just want young people involved in the fandom.
