The head is very good, but the neck doesn't have any sort of muscle definition. It looks like a giraffe neck rather than a dragon's neck and is just kinda... lazy as per the anatomy. The angle of the front of the nose also doesn't perfectly match the direction he's looking; it looks like it's kinda bending a little toward the viewer.

you need some more pencil milage in general. Every one of these pictures is a tad off. The form, proportions, anatomy, inking, rendering, just aren't quite there. If you want tackle these in studies.
I'd say your biggest issue is your appeal in the faces. Do some stylistic studies on faces you like, figure out where and how they are placed.
but really, I think you just need to draw a lot more.

I think it's because the colors look different on the 3ds screen than when I upload them. I probably should do color correction on my paintings before sharing them.

It's a "cloudy" shading. Looks like it was done with the burn tool rather than with additional layers. You can't do a smooth transition like that with lighting while still having the main color be solid and untextured. That's why nobody does it that way.

You're probably talking about pillow shading. It's when you don't have a specific lightsource for characters.

Don't shade with black - use colour theory and select a tone that more adequately matches (or references) how shadows work in real life. Shadows aren't just darkening the base colour, they are generally a entirely different hue based on reflected colours in the environment.
Here's a stylized example where the artist used a purple hue to shade a red object

What I'm saying is most people shade with lines, not with blurs. Even if there is variation, it'll be a smooth gradient from lighter to darker, whereas what you're doing is just fogging a medium darkness into the lowlights.

Colors 3D? It's a pretty good little tool. Some people can do some utterly incredible stuff with it - fabercastel is probably the most notable (pic), but even they have to touch it up in photoshop afterwards due to the limitations. Cool to see how many people are using it considering its start as a little homebrew application.

Your anatomy is pretty good for the most part (the clenched hand in the first pic and the head in the last seems a bit off), I'd say work on your line art a bit more. It seems a bit stiff and a little messy in some places. other than that, you're doing alright.
