Use tends to imply "for commercial use" a lot of images have watermarks specifically to avoid people using them in things like advertisements. Which will involve someone modifying the image into a vector and then using them in an advertisement

and while you might respond with "oh who would do that?" consider say a new furry art site wants art for banner ads so it just crops some pic by some artist unaware of it and uses that. This happens surprisingly often outside of furry art like with pictures on sites like Art Station and Deviantart.
