Try minoxidil. I've seen even East Asians grow beards with it. It might make you dizzy if you put on too much and it goes systemic in which case try using the foam version.

I just shaved my beard which was full crusty sea captain mode. Babyface now. But I could re-grow it in a few weeks if I wanted to. I also have gorgeous flowing locks and every time I go for a haircut, anywhere, the women all comment on how they wish they had hair like mine, and it's a crime that I'm cutting it.
