I went to an inner-city school and we had whole-grain pizza (even got "margarita style" pizza), Chinese, Mexican, the shitty frozen burgers, subs, and a whole range of other foods for the low, low price of $0.79/meal (for the school's expenses. For us it was $2/meal or $0.98/meal if you were on reduced lunch). The trick is we had all the culinary arts programs in our school district compete to see who could make the most "tastey" meal for $0.79/plate, then force-fed it to our principals and superintendent who were the "judges" of the competition. 1st/2nd/3rd place got something stupid like $200 and a little medal to put on their resume, and the top 10 favorites were put on the school menu for the cafeterias. We're in a purple state/red city, but bulk food is far more scarce/harder to access than it is out East/out West. It really is a matter of lack of giving a shit on the part of the schools/administration. It's gone down in quality a bit since I went to high school, but it's still not that bad. PDF related.
