Apparently he's been getting in shape lately, but back in the day he did a lot more steroids than he does now (He says it's legal dosage test only now.) and with age it becomes much harder to make gains. Also, Arnold is famous because he was one of the poineers. Now there are lots of bodybuilders who work just as hard and does even more steroids, so of course he's going to look small compared to them.
